PathoCERT: Using NLP to build components for PathoTHREAT, a Threat Assessment Tool for Waterborne Pathogen Based Emergencies

Ensuring the safety of first responders (FR) in areas where contaminated water is present is of utmost importance for the European Union. To that end, the European Commission (EC), in the scope of the Horizon 2020 financial instrument, is promoting and funding the development of a series of tools to speed up and upgrade the tasks that FRs must complete: the PathoCERT project. One of the tools in PathoCERT is PathoTHREAT, a threat assessment tool in which FRs can notify current emergencies and receive control actions and an action plan based on previous emergencies with similar causes. This final project goes through the different phases of development of a set of components in the PathoTHREAT tool, using different Natural Language Processing tools and techniques to treat data written by humans, either in the scope of the tool or on scientific articles/news, and compare them to provide the FR with useful information. The final component can detect if two phrases have the same meaning with approximately 80% accuracy, even if they are phrased differently.
